Languages: German, English, French, Spanish, Italian
Kathrin Hornbanger is one of the leading experts in Austrian public procurement law. As early as 2001, she played a decisive role in the establishment of Bundesbeschaffung GmbH.
Her influence has extended over the years: in her work as a lawyer, she has had a decisive influence on case law in Austrian public procurement law. Particularly noteworthy is her recent involvement in a reference for a preliminary ruling by the European Court of Justice in the case C-274/21 EPIC. This led to the Austrian Federal Ministry of Justice having to fundamentally revise the flat-rate fees regulation.
In addition to her expertise in public procurement law, Kathrin is a sought-after speaker at international conferences, most recently at the CEE Conference in Katowice (to the record)
Kathrin's focus is on public procurement law, but she also has a considerable track record of advising in many other areas of public law.
"I am an enthusiastic entrepreneur and attorney. It brings me joy when clients confide in me with their concerns, and I can contribute to solving problems, driving developments, or identifying weaknesses. Throughout my professional journey, I have gathered diverse experiences in various sectors and organizations at both national and international levels. Upholding fundamental principles and maintaining an international perspective are particularly important to me.
As the Head of the Public Law practice group at Baker McKenzie, I established valuable international connections and benefited from inspiring colleagues. Stations such as the establishment of the Bundesbeschaffung GmbH in Austria and my time at the European Court of Justice in Luxembourg have significantly shaped my professional development. Additionally, I had the opportunity to learn about the workings of the European Commission in Brussels and later served as an accredited expert in a working group on Public Procurement and Innovation.
During my studies and beyond, I explored the academic realm as a Contract Assistant at the University of Vienna. I led my own course in the French language.
I am dedicated to advocating for causes and aspire to contribute to improving the situations of those who seek my assistance. My passion for international collaboration is reflected in my participation in a UNECE working group on the "Declaration on Zero Tolerance to Corruption in People-first Public Private Partnerships."
The appreciation I have experienced fills me with gratitude for my diverse professional journey. As an attorney, my goal is to continue supporting people and making a positive impact."
